Position Summary: Position is unclassified, full time, non-exempt. Hourly rate of pay is $28.31 hr with State of Kansas benefits.

Position Description: Provides day-to-day leadership and supervision to technological hazards staff to assure implementation of program goals and objectives,  as well as support of the divisions overall mission. Responsible for researching, completing, and coordinating the dissemination of special projects in order to meet the changing needs and priorities of the state's technological hazards program and adjunct advisory committees. Provides the most current, complex, concise, and understandable information and resources to emergency management stakeholders and private industry partners to ensure compliance with all federal and state laws, rules, and regulations. Serves as the emergency support function(ESF) coordinator for ESF10-Oil and Hazardous Materials Response; coordinates with ESF partners through all phases of emergency management, conducts periodic ESF meetings, and recruits planning team members from public and private sectors to serve on the ESF planning team.

Develops and administers the annual budget for program in accordance with policy and completes quarterly reports for grant funds. Responsible for grant reporting, tracking, and acknowledgement of grant awards. Develops nuclear fees budget with input from off site response organizations. Represents KDEM at official public meetings and hearings and makes presentations to elected officials. Prepares reports and briefings for, and on behalf of, the Adjutant General and Deputy Director.

Works with the Governor's Commission on Emergency Planning and Response (CEPR) to ensure compliance with federal and state laws and regulations, oversees the coordination of hazardous material release and spill data on behalf of the CEPR. Ensures LEPC"s are in compliance with federal and state laws and regulations, and communicates and works with local, state, and federal emergency management stakeholders and response agencies concerning hazardous materials regulations and incidents. Meets with CEPR leadership related to initiatives, schedules meetings, prepares agendas, coordinates information and presentations for quarterly meetings.

Responsible for the oversight, development and delivery of training and outreach education programs related to SARA Title III and EPCRA to county emergency management stakeholders, LECPs, industry partners and general public. Provides consultation and advice related to hazardous materials incidents, the effects to population and guidance/recommendations on actions to be taken in response to hazardous materials release/spills. Provides training on hazardous materials and nuclear response to stakeholders and ensures that staff duty officers are trained and up-to-date on accurate information in a timely manner.

Serves as the division's technical specialist on radiological and nuclear power plant activities and oversees the development and maintenance of the State Radiological Emergency Response Plan. Serves as a staff duty officer (SDO) for both technological hazards and natural hazards on-call for one week on a rotational basis. May serve in a major management function, or support position, in the state emergency operations center during exercises and real-world activation´s and deploy to emergency locations in the event of an emergency incident.

Qualifications:

Required: Bachelor's degree in Environmental, Agricultural, or Natural Sciences/resources; 1 year of experience in an environmental program/project area; 2 years supervisory experience with oversight of 3 or more persons. Incumbent subject to call-in/call-back outside of regular working hours to support state response and recovery actions, staffing the state emergency operations center, or deployment to areas impacted by an emergency or disaster.

Must have a valid drivers license and the ability to obtain and maintain a Department of Defense Security Clearance as a Condition of Employment.

Preferred: Background in local, regional, or state emergency response planning and experience with computer-aided management of emergency operations (CAMEO) or other plume modeling software; 3-5 years progressive project management or program management experience and 3 to 5 years of supervisory experience.
