Job Description:

Independently audits employers using accepted accounting principles and developed investigative techniques to determine subjectivity with the Kansas Employment Security Law.  Determine correct employee classification through above processes.  Obtain and audit reports from employers for correct data through developed procedures and legal processes available to including assessments and other methods and approved through statutes. 


Collects delinquent money and reports through approved agency techniques in the most expedient and efficient manner to ensure maximum fund balance and timely claimant payments and accuracy in employer rate computations.  Conduct complex and technical audits to verify accuracy and compliance with the Kansas Employment Security Law.  Use developed criteria and independent judgment to determine auditing outcomes and expansions. 


Clarify disputed wage claims and resolve discrepancies related.  Render advisory services to employers, accountants, payroll services, attorneys, etc. on UI Tax rates, rating procedures, payment terms and proper report completions for integrity and accuracy reasons.  Uses investigative techniques to assess case parameters, identifies and initiates appropriate processes as authorized under statute, serves Subpoenas, Levies (Seizures), Court Orders and other court documentation necessary for compliance, as well as testifies before courts. 


Acts as Agency’s Ambassador responding to requests for assistance or information accurately, courteously, promptly and therefore enhancing and the public perception and image of the agency and its functions. 


Minimum Qualifications:
Experience in examining internal work processes, financial and operational records and controls to assess effectiveness, accuracy of records and compliance with statues, regulations and professional/legal standards.  Education in accounting/auditing, business administration, or economics may be substituted for experience as determined relevant by the agency. Valid Driver’s License. 


Preferred Requirements:
Prefer college degree in Business, Accounting or Economics areas.  Previous employment experience and/or education in accounting or business management.

Performance Standards:
To be successful, the expectation is that a candidate will be able to competently perform the routine tasks of the position with limited supervision by the end of the probation period.

KANSAS TAX CLEARANCE CERTIFICATE REQUIRED:  Each applicant applying for a State of Kansas job vacancy must obtain a valid and up to date Kansas Certificate of Tax Clearance by accessing the Kansas Department of Revenue’s website at http://www.ksrevenue.org/taxclearance.html.  A Tax Clearance is a comprehensive tax account review to determine and ensure that an individual’s account is compliant with all primary Kansas Tax Laws.  A Tax Clearance expires every 90 days.  All applicants, including current State employees, are responsible for submitting a valid and up to date certificate with all other application materials to the hiring agency.  This is in accordance with Executive Order 2004-03.  If you need assistance with the tax clearance, please contact 785-296-3199.
