Job Summary:

Recruitment:  Manages agency recruitment program including activities for all vacant positions. Provides oversight to HR staff in recruitment activities. Advises management, employees, and applicants on HR statutes, regulations, and policies related to recruitment activities. Researches recruitment sources and strategies and makes recommendations for methods to use. Develops and places recruitment ads in various media arenas (local, regional and national publications; and targeted websites). Counsels prospective applicants to ensure appropriate information and materials are available. Manages agency’s participation in career fairs and other activities to ensure a qualified and diverse pool of applicants. Oversees notification of all applicants following completion of the process. Maintains agency EEO files and records. Serves as the agency liaison with contracted vendors to obtain temporary employees as requested by Divisions. Enter vacancy requisitions into SHaRP.  Register all responses to vacancy announcements.  Advise agency staff and job applicants of state application process, current vacancies in recruitment and agency application requirements both in person and over the phone.  Collect and maintain application logs and materials prior to distribution for supervisor’s review. Submit position descriptions and supporting documentation to the Office of Personnel Services  (DPS) for classification.  Compile periodic reports to the Secretary of Agriculture and Leadership Team on the status of each vacant position to assist in budgeting, and planning. 

Benefits Administration Administers benefit program to ensure maximum benefit to employees and accuracy of benefit records. Assume responsibility and accountability for all administrative aspects of the State of Kansas Group Health Insurance Plan. Advise agency staff of state benefit policies, procedures and changes in order to have well informed employees who can make reasonable personal financial decisions. Audit, reconcile, and monitor employee benefit accounts. Identify and determine arrearage’s and remittances due and collect necessary premiums for employees approved for FMLA coverage, Leave without Pay (LWOP), and other special circumstances. Conduct new employee orientation sessions (NEO), explaining benefit packages/options to new employees so that they can make informed decisions regarding their benefits. Conduct benefit information sessions with employees to ensure understanding of benefits and options available for choice. Work with HR staff to develop and deliver agency-wide benefits information sessions, i.e. open enrollment sessions to inform KDA employees about changes to their benefits and updates in the state benefit plan. Schedule and publicize information sessions to provide optimum notification of sessions and ensure maximum participation/attendance by KDA staff. Scope of benefit responsibilities include but are not limited to the following programs: Group Health Insurance, deferred compensation, KanElect Flexible Spending Accounts, and savings bonds. Coordinate the shared leave program for the agency. Provide information and/or maintain records relating to Workman’s Compensation and Unemployment Compensation. Log and track all leave that applies under the Family Medical Leave Act (FMLA) and provide periodic FMLA reports to the HR Director. 

Data Management:   Revise, update, and maintain SHaRP personnel transactions and update ShaRP records using independent judgement to apply appropriate coding, effective dates, and supporting documentation to ensure data integrity in SHaRPS.  Inaccurate data may adversely impact payroll deductions and benefit elections. Generate reports as requested.   

Program support:  Perform a variety of complex general duties related to a comprehensive personnel management program. Keeps personnel staff informed of the nature of inquiries received by employees and protects the confidentiality of employee’s records and files.

Serves as Backup to the HR Director on Payroll, Time and Labor Administration, classification and FLSA determinations, investigations, retirement counseling, progressive discipline and others as may be assigned. 

Salary: $40,000 to $60,000                             

Qualifications:

Experience in developing, implementing and coordinating human resource programs.  Knowledge of the State of Kansas classification and pay system and K.A.R.’ s as they relate to personnel issues. Advanced knowledge of the SHARP payroll system is preferred.  Experience with Word, Power Point, and Excel are also preferred.  Valid Driver’s License.
