A Tax Clearance expires every 90 days. All applicants, including current State employees, are responsible for submitting a valid and up to date certificate with all other application materials to the hiring agency. The position you are viewing is located in the Office of Information Technology Services in Topeka.  This is a full-time, unclassified position with benefits.  Pay begins at $22.16 per hour, depending on experience and/or the skill level of the applicant.  The position is a newly created position to meet increasing needs for IT Business Analysis services in the agency.  It is an additional BA position separate from the position that was advertised and filled at the first of the year.

This position will serve as a liaison between KDOT’s business units in the identification of business problems or process improvement opportunities, and KDOT’s IT resources that create and support automated solutions. The position will serve the function of identifying specific business needs, defining and documenting complete and accurate requirements and presenting those requirements in a manner that is acceptable, attainable, measurable and flexible enough to meet project and stakeholder needs. The position utilizes formal business analysis processes to elicit requirements using techniques such as interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use case scenarios, tasks and workflow analysis.

Essential Requirements:
• Four years of experience in collecting, evaluating, studying or reporting on statistical, economic, fiscal/budget, legislative or administrative data.
• Education may be substituted for experience as determined relevant by the agency.  Transcripts MUST be provided if substituting education.

Preferred Requirements:
• Demonstrated analytical abilities to perform business analysis processes of eliciting business process details, documenting them and presenting in a variety of written forms.
• Strong written and oral communication skills, presentation skills and organizational skills.
• Experience with business process modeling tools such as Visio.
• Ability to establish effective working relationships with numerous stakeholders and business units.
• Bachelor’s degree in a related field. 
• Experience having developed cost/benefit or ROI analyses often as a part of development of business cases.
• Experience working in a PMO environment or having a PMP or CBAP certification.
