Certain Definitions from OMB Circular No. A-133

CFDA Number The number assigned to a federal program in the Catalog of Federal Domestic Assistance (CFDA). Additional CFDA information and listings can be found at the following web site:

Federal Awards Federal financial assistance and federal cost-reimbursement contracts that non-federal entities receive directly from federal awarding agencies or indirectly from pass-through entities.
Federal Program Federal awards to a non-federal entity assigned a single number in the Catalog of Federal Domestic Assistance (CFDA) or encompassed in a group of numbers or other category.
Non-Federal Entity State, local government, or non-profit organization
Pass-Through Entity Non-federal entity that provides federal awards to a subrecipient to carry out a federal program.
Recipient Non-federal entity that expends federal awards received directly from a federal awarding agency to carry out a federal program. Recipients are responsible for adherence to applicable federal program compliance requirements.
Subrecipient Non-federal entity that expends federal awards received from a pass-through entity to carry out a federal program, but does not include an individual who is a beneficiary of such a program. Subrecipients are responsible for adherence to applicable federal program compliance requirements.
Vendor Dealer, distributor, merchant, or other seller providing goods or services that are required for the conduct of a federal program. These goods or services may be for an organization's own use or for the use of beneficiaries of the federal program. Vendors are not subject to compliance requirements of the federal program.
